Penang Port Commission (PPC)

Background and History of PPC Establishment

Introduction

The Penang Port Commission (PPC) was established on 1 January 1956 under the Penang Port Commission Act, 1955. As a Statutory Body under the Ministry of Transport, PPC is responsible for the administration of Penang Port. The main duties of PPC include providing and maintaining port and ferry facilities and services, as well as promoting the development and use of the port as an international port in northwest Peninsular Malaysia.

Development History

1956 - Establishment of PPC

Established on 1 January 1956 under the Penang Port Commission Act, 1955 as a Statutory Body under the Ministry of Transport.

1994 - Privatization of Penang Port Operations

Effective 1 January 1994, port and ferry operations were privatized to Penang Port Sdn. Bhd. (PPSB) pursuant to the Ports (Privatization) Act 1990.

1995 - Extension of Functions

In 1995, Parliament approved amendments to the Penang Port Commission Act 1955, enabling PPC’s functions and powers to be extended to other ports.

1999 - Extension of Functions to Teluk Ewa Jetty

Effective from 1999, the functions, powers and duties of the Penang Port Commission (PPC) have been extended to include the Teluk Ewa Jetty

Port Authority

  • • Management of License Issuance for Port Activities
  • • Promoting port progress and development
  • • Coordinating activities at the port
  • • Acting as landowner at the port

Regulatory Body

  • • Management of Port Operating License Issuance to Licensed operator
  • • Setting and monitoring performance of appointed operators
  • • Ensuring port land use complies with planning

Port Resource Center

  • • Collecting and providing port-related data and statistics
  • • Acting as liaison between government and private agencies
  • • Providing information to government agencies and corporate parties

Free Commercial Zone Administrator

  • • Supervising and ensuring compliance with the Free Zone Act 1990
  • • Ensure port operators comply with the Commercial Free Zones Act 1990 and the Free Zones Regulations 1991
  • • Regulating Butterworth Deep Water Wharf and North Butterworth Container Terminal areas

Trade Facilitator

  • • Facilitating trade activities
  • • Acting as advisor on matters related to port activities
  • • Supervising port development
