As administrator under the Penang Port Commission Act, 1955, PPC is responsible for executing legal functions, supervising activities within the port area, licensing port pilots, controlling marine activities, and promoting port development.
Under the Ports (Privatization) Act 1990, PPC acts as a regulatory body ensuring land is used as planned, issuing licenses to operating companies, and monitoring port operator performance standards.
PPC collects data and statistics related to ports and ferry activities, supplies statistics to government agencies and corporate parties, and acts as a liaison between government and private agencies.
PPC ensures FCZ perimeter is fenced, provides customs inspection facilities, and ensures operators comply with the Free Commercial Zone Act 1990 and Free Zone Regulations 1991.
PPC acts as a trade facilitator by ensuring smooth port operations, promoting the port as a logistics hub, and raising awareness about integrity in port operations.
