The Penang Port Commission was established under the Penang Port Commission Act, 1955 and amended in November 1995 to extend powers and administration to other ports.

Executing legal functions, supervising port activities, and issuing licenses and permits

Promoting port development and acting as government-private liaison

PPC Roles

Port Authority

As administrator under the Penang Port Commission Act, 1955, PPC is responsible for executing legal functions, supervising activities within the port area, licensing port pilots, controlling marine activities, and promoting port development.

Regulatory Body

Under the Ports (Privatization) Act 1990, PPC acts as a regulatory body ensuring land is used as planned, issuing licenses to operating companies, and monitoring port operator performance standards.

Northern Region Port Resource Center

PPC collects data and statistics related to ports and ferry activities, supplies statistics to government agencies and corporate parties, and acts as a liaison between government and private agencies.

Free Commercial Zone (FCZ) Administrator

PPC ensures FCZ perimeter is fenced, provides customs inspection facilities, and ensures operators comply with the Free Commercial Zone Act 1990 and Free Zone Regulations 1991.

Trade Facilitator

PPC acts as a trade facilitator by ensuring smooth port operations, promoting the port as a logistics hub, and raising awareness about integrity in port operations.
